"Welcome" should be at the bottom. "Active Discussions" should be at the top. There are too many subtopics.

Although I agree in general with that comment, I disagree with that specific instance because the welcome needs to be easy to find for those least familiar with the board---those arriving for the first time, potential newbies.

Eugene, there is a link to Active Topics on the top of the page, above the welcome section. Here's a snapshot with the "Active Topics" link circled in purple.

Except that method is a multiple-click process that does not provide information you can take in at a glance, as does the Active Discussions box (which, for the same reasons, should be at the top of the page).
